The Department of Public Works and Highways (DPWH) announced on Wednesday that it is requesting approximately ₱5 billion for its dredging and desilting program in 2026.
In the 2025 post-SONA forum, DPWH Secretary Manuel Bonoan emphasized the urgency of large-scale dredging and desilting of rivers and creeks, citing the lack of such efforts over the past 15 years as a major contributor to flooding in low-lying areas.
“Even with flood control structures in place, without dredging and increasing the rivers' carrying capacity, the floods will continue,” Bonoan explained.
He added that the agency has been trying to launch this program for years, but the necessary budget for equipment has never been approved. Bonoan also expressed a desire for the DPWH to handle the dredging directly to avoid potential corruption linked to contractors.
“There’s a perception of corruption when dredging projects are contracted out, so we’ll do it ourselves to ensure accountability,” Bonoan said.
Additionally, Bonoan plans to submit a comprehensive list of completed and ongoing flood control projects to President Ferdinand Marcos Jr. next week, aiming to review the effectiveness and status of over 9,800 completed projects and 5,700 more currently underway.
