The heavy rains that swept across Cebu City on the evening of Friday, August 15, 2025, triggered several dangerous situations, prompting immediate intervention by local authorities. The Department of Public Works and Highways in Central Visayas (DPWH 7) quickly mobilized crews to handle multiple incidents, including a landslide that blocked a highway in Sitio Maaslom, Barangay Busay, damage to a footbridge caused by the overflowing Guadalupe River, and hazardous road conditions in Nivel Hills, Lahug.
The evening’s downpour unleashed a massive landslide in Sitio Maaslom, Barangay Busay, blocking a critical highway that serves as a lifeline for locals and commuters alike. The landslide, which occurred along the steep roads of the mountainous area, brought down rocks, soil, and fallen trees, completely covering the road and cutting off access to nearby communities.
In response, DPWH 7 dispatched a team of engineers and heavy equipment to begin the clearing process. Bulldozers and excavators worked through the night, battling both the rainy conditions and the unstable terrain. Workers, wearing protective gear, carefully maneuvered through the debris to reopen the road.
The operation was further complicated by the risk of additional landslides in the area, with rain continuing to fall heavily throughout the night. However, by early morning, crews had cleared enough of the road to allow limited passage for vehicles, with the situation expected to improve further as the day progressed.
In another part of the city, near Don Gil Garcia Street in Barangay Capitol Site, the swollen Guadalupe River overflowed its banks, causing significant damage to a footbridge that connects the Capitol area with nearby streets. The floodwaters washed over the bridge, dislodging and bending several of its handrails, which posed a serious risk to pedestrians who typically use the bridge to cross the river.
Local authorities, including DPWH and the Cebu City Disaster Risk Reduction and Management Office (CDRRMO), quickly secured the area, erecting warning signs and barriers to prevent pedestrians from using the bridge. The structure itself remained intact, but the damaged handrails rendered it unsafe for use.
The Guadalupe River had been rising steadily throughout the day, exacerbated by continuous rainfall upstream. As the river crested its banks, several low-lying areas around Don Gil Garcia Street also experienced minor flooding, further complicating the situation.
In Nivel Hills, Lahug, residents and motorists also faced dangerous conditions as debris, including large stones and mud, was washed down the hillside due to strong currents from the ongoing heavy rain. The steep road, which winds through one of Cebu City's elevated areas, became perilous as the loose debris blocked portions of the road, creating hazards for drivers trying to navigate through the area.
Authorities issued advisories urging motorists to avoid the road, while road crews from DPWH worked to remove the rocks and stabilize the slope. The situation in Nivel Hills required extra caution, as the combination of rain and steep terrain made the area especially prone to further landslides.
