The Department of Public Works and Highways (DPWH) announced that a major milestone has been achieved in the Davao City Bypass Construction Project (DCBCP), with one of the tunnels now successfully connected.
Senior Undersecretary Emil K. Sadain shared on April 11, 2025, that the north and south portals of the northbound tunnel have been linked. He also reported that excavation for the remaining 202 meters of the southbound tunnel is 91 percent finished.
The mountain road tunnel, part of Contract Package (CP) I-1 which spans 10.7 kilometers, is currently 58.7 percent complete. This portion is being constructed by the Shimizu-Ulticon-Takenaka joint venture.
Locally funded sections of the bypass under CP II-1 and CP II-2 are progressing steadily, with completion rates of 72.83 percent and 63.89 percent, respectively. CP II-1, covering 2.54 km and valued at ₱4.33 billion, includes a 1.3-km four-lane road and seven bridges. It is expected to be finished by the first quarter of 2026. Meanwhile, the 3.52-km CP II-2 segment, worth ₱4.60 billion, is set for completion in the third quarter of 2026.
Other segments, CP I-2 and CP I-3, are also moving forward, while procurement for Package II-3 is set to begin soon.
“Situated in challenging mountainous terrain, the DCBCP will provide a safer and more efficient route for motorists, ease traffic congestion in Davao City, and strengthen regional connectivity,” the DPWH stated.
The DCBCP is funded through a partnership between the Japan International Cooperation Agency (JICA) and the City Government of Davao. The project runs from Barangay Sirawan in Toril, Davao City to Barangay J.P. Laurel in Panabo City.
Once finished, the bypass will cut travel time between Toril and Panabo City from 1 hour and 44 minutes to just 49 minutes, which is expected to stimulate economic growth, increase business opportunities, and promote tourism across the Davao Region and wider Mindanao.
